There are a couple of ways:

1 - Get a DVD recorder which plugs into the tv - you plug the video into the recorder & the recorder into the tv (so u can see the signal). You then record to a blank dvd & u can then rip that to the pc if needed, or just keep it on the dvd to watch.

2 - There is a little gadget which my dad bought (for about £20ish) which plugs into a usb port of the pc & u then plug the vhs into the gadget. After a bit of mucking around, we eventually got the video signal coming through - then just a case of choosing your video settings & pressing record to get the video into the pc.

I saw a good gadget on I Want One of Those.com. Can't remember the price but does the trick.
