    Cutting off identified persistent pirateers is something that has been going on for quite a few years now, for the ones that release new stuff at least. Tho up until this point it has not been policed by government, who will be jumping on the band wagon purely to try and create a revenue from it and we will surely see this bill being developed into some sort of fines and taxation system to benefit them and the copyright holders once they work out how to do it properly.
